Abstract: Given the rapid changes that have been taking place in digitisation of text and remote access and transfer of documents, the IFLA Section on Libraries for the Blind decided to produce a guide which would take into account those changes and the potential offered by digital documents and the communication made easy by the Internet. Much of this guide is based on the Graham Cornish's Model Handbook for Interlending and Copying, published in 1988 by IFLA and UNESCO. Readers are urged to consult this excellent short work. Taking the author Graham Cornish at his word, this guide borrows large parts of the original work and adds comment specific to the needs and practices of libraries and production
