Item A Blue Shield for the Protection of our Endangered Cultural Heritage(International Federation of Library Associations and Institutions (IFLA), 2003-05-22) IFLA Core Programme on Preservation and Conservation (PAC); Koch, CorineDuring the past years, numerous and recurrent disasters have damaged an important part of the cultural heritage. Wars and ethnic or religious conflicts have also haphazardly or voluntarily destroyed it, hence the necessity of launching an information campaign so as to safeguard and protect, as far as possible, our memory in order to pass it on to future generations. Considering that amnesia is not a path towards the future and that libraries, as well as other cultural institutions (museums, archives, monuments and sites…) are responsible for the care and preservation of documentary heritage, IFLA-PAC decided to devote an Open Session to that theme during IFLA General Conference in Glasgow (2002). Since the birth of photography in the late 1830s, many different photographic processes and materials have been utilized, each subject to deterioration through time and with use. Although deterioration is an ongoing natural process, nevertheless much can be done to slow the rate at which it takes place in photographs. Deteriorated photographs may require specialized conservation treatment by a professional photograph conservator, often a costly, skill-demanding, and time-consuming procedure. For the majority of photographs in research collections, single-item conservation of deteriorated photographs is probably not a feasible or a cost-effective preservation solution. Instead, preventive conservation actions such as maintenance of a good environment, promoting proper care and handling through staff and user education, and the use of good quality storage housings, will have a more lasting, positive impact on the preservation of a collection. This publication is intended to provide a basic understanding of how and why photographs deteriorate and what can be done to slow this process. Même si la détérioration représente un processus naturel continu, on peut toutefois faire beaucoup pour ralentir la vitesse à laquelle elle affecte les photographies. La restauration des photographies détériorées peut nécessiter un traitement particulier et les services d’un restaurateur spécialisé en photographie, une procédure souvent coûteuse, qui fait appel à des compétences spécifiques et représente des heures de travail. La restauration à l’unité de photographies détériorées n’est probablement pas une mesure de conservation possible ou rentable pour la majorité des collections de recherche. Par contre, des mesures de conservation préventive telles que le maintien de bonnes conditions environnementales, une sensibilisation du personnel comme des utilisateurs à des méthodes adaptées en termes d’entretien et de manipulation, l’emploi de conditionnements de stockage de bonne qualité auront un impact plus durable pour la conservation à long terme d’une collection. Cette publication se propose de fournir les éléments essentiels à la compréhension du processus de détérioration des photographies, des causes qui lui sont associées et des solutions susceptibles de ralentir ce processus. Les informations qui suivent ont pour objet les formats photographiques que l’on rencontre le plus souvent dans les bibliothèques de recherche et les services d’archives : les tirages argentiques noir et blanc, les négatifs sur plaques de verre ou sur films, les photographies en couleur chromogènes (y compris les négatifs, les tirages et les diapositives) et les impressions en sortie d’ordinateur : impressions par jet d’encre, par sublimation thermique et par copie élecrostatique.Item IFLA Disaster Preparedness and Planning: A Brief Manual(IFLA PAC, Paris, 2006-03) IFLA Core Programme on Preservation and Conservation (PAC); McIlwaine, John; Varlamoff, Marie-ThérèseThe IFLA Preservation and Conservation Core Activity (PAC) has one major goal: “to ensure that library and archive materials, published and unpublished, in all formats will be preserved in accessible form for as long as possible.” Among the range of preventive measures which may postpone the decay of its collections, those included in disaster planning are of high priority. Looking back to recent events, we must acknowledge that armed conflicts and natural disasters do not lessen in number but, on the contrary, have a serious tendency to increase. In the framework of the Blue Shield, IFLA-PAC has been organising or participating in a number of events – conferences, seminars, workshops – in order to raise awareness on risks threatening the documentary heritage. In 2003 a survey was launched worldwide among national libraries in order to know which ones did have a disaster plan. Results were alarming. Out of 177 libraries, only 39 have a disaster plan. Although 28 intend to produce one, the reason stated for not having done so before was the lack of models. This is quite surprising if you consider the number of exis ting publications, manuals or booklets on the question. Nevertheless most of them are writ ten in English, some of them are extremely sophisticated and not applicable to small institutions with limited resources; consequently IFLA-PAC decided to prepare a basic manual focusing on the main points to take into consideration when writing a disaster plan: assessing risks, managing the disaster risk, getting ready to cope when disaster strikes, responding and getting back to normal are the main stages of this publication. This has been recognised by UNESCO as a major gap in our knowledge and awareness of accessible cultural heritage collections, and a major worldwide survey on digitisation and preservation has now been undertaken in an effort to fill that gap. This report presents the results of that survey, and an analysis of the responses. Entre las diversas medidas preventivas que pueden retardar la degradación de las colecciones, se destacan en primer lugar las que tienen que ver con la elaboración de un plan de emergencia. Si se hace referencia a los eventos que han acaecido en los últimos años, se puede constatar que el número de conflictos armados y catástrofes naturales está en constante aumento. En el marco del Escudo Azul, IFLA-PAC ha decidido, por lo tanto, organizar o participar en numerosas manifestaciones, tales como conferencias, seminarios, talleres, destinadas a poner en evidencia los peligros que amenazan el patrimonio documental. Por ello, en el año 2003 realizó una encuesta mundial entre las bibliotecas nacionales cuyo objetivo era determinar cuáles de ellas no contaban todavía con un plan de emergencia. Los resultados fueron alarmantes. De las 177 bibliotecas encuestadas, solamente 39 contaban con un plan de emergencia y aunque 28 instituciones manifestaron su intención de preparar uno, la razón que con más frecuencia adujeron para no haberlo hecho aún es la carencia de un modelo. Una respuesta que resulta sorprendente si se toma en cuenta la cantidad de obras, manuales o folletos sobre el tema. No obstante, dado que la mayor parte de las publicaciones se encuentran en inglés, algunas de ellas son extremadamente detalladas y no pueden aplicarse a instituciones pequeñas cuyos recursos son limitados, IFLA-PAC tomó la decisión de publicar un manual básico que hiciera énfasis en los principales aspectos que se deben considerar al momento de elaborar un plan de emergencia: evaluación de los principales riesgos, manejo de dichos riesgos, reacción ante desastre y regreso a la normalidad, constituyen los temas principales del manual. A fin de facilitar su utilización por el mayor número de personas los publicamos en una versión trilingüe, esperando que ella dé lugar a muchas otras traducciones. Este manual ha sido elaborado por un pequeño grupo de colegas de bibliotecas y archivos. Deseo agradecer muy especialmente a John McIlwaine, antiguo presidente de la Sección de Preservación y Conservación de la IFLA quien nos aportó su larga experiencia y conocimientos y aceptó encargarse de la redacción de la versión original en inglés. Parmi l'éventail des mesures préventives susceptibles de retarder la dégradation voire la dis parition des collections, figurent en première place celles qui s'intègrent dans l'élaboration d'un plan d'urgence. Si l’on se réfère aux événements survenus ces dernières années, force est de constater que le nombre de conflits armés et de catastrophes naturelles ne cesse d'augmenter. Dans le contexte du Bouclier Bleu, IFLA-PAC a donc décidé d'organiser ou de participer à nombre de manifestations conférences, séminaires, ateliers) destinées à mettre en évidence les dangers menaçant le patrimoine documentaire. Ainsi en 2003, il a lancé une enquête mondiale auprès des bibliothèques nationales afin de déterminer quelles étaient celles qui ne s'étaient pas encore dotées d'un plan d'urgence. Les résultats se sont avérés alarmants. Sur 177 bibliothèques interrogées, seules 39 d'entre elles avaient un plan d'urgence et si 28 institutions ont manifesté leur intention d'en préparer un, la raison le plus souvent invoquée pour ne pas l'avoir déjà fait était le manque ou l'absence de modèle. Réponse surprenante si l'on considère le nombre d'ouvrages, de manuels, ou de dépliants sur la question. Cependant, la plupart de ces publications étant en anglais, cer taines extrêmement détaillées et guère applicables aux petites institutions dont les ressources sont limitées, IFLA-PAC prit la décision de publier un manuel de base qui mettrait l'accent sur les principaux points à prendre en compte lors de l'élaboration du plan d'urgence : éva luation des principaux risques, gestion de ces risques, réaction face à la catastrophe, retour à la normale, tels sont les constituants principaux du manuel. Afin de faciliter son utilisation par le plus grand nombre, nous le publions dans une version trilingue en espérant que cela suscitera de nombreuses autres traductions. Ce manuel a été élaboré par un petit groupe de collègues des bibliothèques et des archives. Je voudrais remercier ici tout particulièrement John McIlwaine, ancien Président de la Section Préservation et Conservation de l'IFLA qui nous a apporté sa longue expérience et son expertise et qui a bien voulu se charger de rédiger la version originale en anglais. Non fornisce una lista esaustiva di metodi e procedure dettagliati, ma dà un’informazione di base per aiutare le biblioteche a formare una attitudine ad occuparsi responsabilmente delle proprie raccolte. Le minacce alle raccolte sono perlopiù note, ma spesso i bibliotecari non proclamano a voce sufficientemente alta le conseguenze dell’ignorare i pericoli. I Principi dell’IFLA per la cura e il trattamento dei materiali di biblioteca si propongono quindi di incoraggiare i responsabili ad affrontare le conseguenze e, insieme con esperti scientifici e tecnici, a formulare direttive per il futuro del materiale presente nelle loro raccolte. Fondamentalmente, questa pubblicazione si propone di • esporre la vulnerabilità del materiale librario; • promuovere la conoscenza intorno alla permanenza e alla durabilità del materiale librario; • promuovere la cura e il trattamento corretti del materiale librario; • aiutare il personale di biblioteca a cercare soluzioni per i problemi di conservazione • stimolare linee di comunicazione chiare tra direttore di biblioteca, ufficio tecnico, specialisti della tutela delle raccolte e personale di biblioteca, affinché tutti gli interessati operino nella direzione della conservazione del patrimonio della biblioteca.
