Das Ziel dieser Richtlinie ist es, Öffentlichen Bibliotheken überall auf der Welt zu helfen, Angebote von hoher Qualität für Kinder aufzubauen. Die Richtlinie ist als Werkzeug sowohl für Bibliothekare als auch für Bibliotheksassistenten gedacht, in deren Aufgabenbereich die Dienstleistungen für Familien mit Babys und Kleinkinder gehören.
