This represents almost 2/3 of the countries of the world, an impressive achievement for a Treaty that was only voted through ten years ago, and only entered into force in September 2016. IFLA has for a number of years been sharing its Marrakesh Monitoring Report, looking at how well countries are doing at turning the goals of the Treaty into national legislation that really does lift unnecessary copyright-related barriers to making, sharing and receiving accessible formal copies of works. Based on the edition published in February 2023, this paper offers some glimpses at what we can see from the data. IFLA recognizes and supports that the open distribution of scholarship needs to be more inclusive of marginalized research communities and actively foster bibliodiversity through a range of models, languages, and means of publishing. This 2022 document reviews the steps taken towards the vision articulated by IFLA in 2011 and identifies new areas in need of urgent action. Libraries provide critical support for the development of Open Access as a societal good. The second part of the series focuses on digital safety, and the skills needed to achieve this, for yourself and for your usersItem $100 Million to 1000 libraries(International Federation of Library Associations and Institutions (IFLA), 2022-11-21) Dyatlovskaya, AnastasiaThere are more than 42 000 public libraries in Russia. Most of them have not been upgraded for decades. The national project "Culture" launched in 2019, and it aims to modernize 1000 libraries in 83 regions of Russia by 2024. In order to achieve this goal, the Ministry of Culture of the Russian Federation and the Russian State Library operate together as the main project office, creating a nationwide ecosystem with the government, local authorities, regional project offices, society, business and other partners. The federal funding alone amounts to more than $100 million. Libraries use the funding to create intellectual and educational centres that combine interior design, modern spaces, new technologies & electronics, accessibility and new books. The project has an impact on many social, cultural and educational aspects, such as sustainable development, quality of life improvement, digitalization, ICT, creative industries, edutainment, inclusivity and others. The Russian State Library provides methodological and educational support for the participants and monitors every step of the project. By the end of 2020, 306 next generation libraries have been created for 37 million people in 73 regions of Russia. Furthermore, in order to improve the quality of services and enhance professional skills, The Russian State Library organized educational courses for library staff and trained 1433 specialists in 2019-2020. The success of the project is evident by the numbers. Library visits in modernized libraries grew 19% in the first half of 2021 compared to the year before modernization. People of all groups started going to the new libraries to receive high-quality services. This in turn helps improve people's standards of living, especially in small towns and villages. Libraries are becoming more open to collaborating with other institutions, individuals and each other.Item 15 Years of Excellence in Reading Promotion(International Federation of Library Associations and Institutions (IFLA), 2023-11-13) Au, AnnaIn 2007, Macao Library and Information Management Association successfully advocated for the recognition of the occupation of reading promoters with the official support of the Education and Youth Development Bureau. This opened up an alternative career route at school libraries for people with a university degree in language, literature, pedagogy, or library and information science. For quality assurance, reading promoters must complete the official reading promotion training programme of no less than 120 hours within 3 years into their role at the school library. Ever since the establishment of the profession of reading promotion, Macau has seen gradual and significant increase in scores of all PISA subjects – reading, mathematics, and science. This is evidence that the value of accessible reading and creative activities reaches beyond reading. Today in 2023, with over 15 years of experience in this profession, we want to share the impacts we see and the know-how to inspire sustaining support for reading promotion at school libraries. The establishment of Reading Promoter offers different decent job opportunities (SDG 8) and fosters better formal education (SDG 4).Item 20 Years of Evolution in Public Access(2023-10-11) International Federation of Library Associations and InstitutionsThis report is a first version of the Dynamic Coalition on Public Access’ main output for 2023, and summarises expert views on how the nature and place of public access in libraries in wider connectivity strategies has evolved since it was first included in the WSIS Plan of Action in December 2003.Item 2006 ﺑﻴﺎن ﻣﺒﺎدئ اﻟﻔﻬﺮﺳﺔ اﻟﻌﺎﻟﻤﻴﺔ(International Federation of Library Associations and Institutions (IFLA), 2006-05) IFLA Cataloguing Section; IFLA Meetings of Experts on an International Cataloguing Code; Shaker, Ali; El-Tamas, AlaaThe Statement of Principles – commonly known as the “Paris Principles” – was approved by the International Conference on Cataloguing Principles in 19611. Its goal of serving as a basis for international standardization in cataloguing has certainly been achieved: most of the cataloguing codes that were developed worldwide since that time followed the Principles strictly, or at least to a high degree. Over forty years later, having a common set of international cataloguing principles has become even more desirable as cataloguers and their clients use OPACs (Online Public Access Catalogues) around the world. Now, at the beginning of the 21st century, an effort has been made by IFLA to adapt the Paris Principles to objectives that are applicable to online library catalogues and beyond. The first of these objectives is to serve the convenience of the users of the catalogue. These new principles replace and broaden the Paris Principles from just textual works to all types of materials and from just the choice and form of entry to all aspects of the bibliographic and authority records used in library catalogues.
