dc.description.abstract	개인과 사회의 자유, 번영, 그리고 발전은 인간의 기본적 가치이다. 이러한 것들은 정보를 갖춘 시민들이 민주적 권리를 행사하고 사회 안에서 능동적 역할을 수행하는 능력을 통해서만 얻어질 수 있다. 건설적인 참여와 민주주의의 발전은 지식, 사상, 문화, 그리고 정보에 대한 자유롭고 무제한적인 접근뿐만 아니라 만족스러운 교육에 달려있다 . 지역의 지식 관문인 공공도서관은, 개인과 집단의 평생학습 , 자율적 의사결정 , 그리고 문화적 발전을 위한 기본 조건을 제공한다. 이 선언은 공공도서관이 교육, 문화 , 정보를 위한 살아 있는 힘이며 인간의 마음을 통하여 평화와 정신적 안녕을 조성하는 중요한 기관이라는 UNESCO의 신념을 표명한 것이다 . 그러므로 UNESCO 는 중앙정부와 지방정부가 공공도서관 발전을 지원하고 적극적으로 관여하도록 권장한다.	en_US
