The terms of reference for the project were formulated by IFLA's Headquarters and were in brief the following: 1) to define realistic objectives for ALP; 2) to propose programme contents and priorities; 3) to outline the structure and organization of ALP; 4) to undertake consultations with future hosts of the programme, including the involvement of Sweden; 5) to define the funding sources for the programme and to start preliminary negotiations with potential main sponsors; to propose modalities of programme launching, implementation and functioning."
