It does not aim to be a comprehensive bibliography of libraries and librarianship in the third world, which would be a much larger task. The emphasis on IFLA's own development has meant the omission of much fascinating material. It has not been possible to include the many UNESCO papers and publications ; the general professional journals published in the third world have not been covered, neither have conferences organised by other library associations, including those of the third world.
