| Abstract: | ਕੋਈ ਵੀ ਲਾਇਬ੍ਰੇਰੀ ਆਪਣੇ ਉਪਭੋਗਤਾਵਾਂ ਦੀਆਂ ਜਾਣਕਾਰੀ ਦੀਆਂ ਸਾਰੀਆਂ ਜ਼ਰੂਰਤਾਂ ਨੂੰ ਪੂਰਾ ਕਰਨ ਲਈ ਆਤਮ-ਨਿਰਭਰ ਨਹੀਂ ਹੋ ਸਕਦੀ , ਇਸੇ ਤਰ੍ਹਾਂ ਕੋਈ ਵੀ ਦੇਸ਼ ਆਤਮ-ਨਿਰਭਰ ਨਹੀਂ ਹੋ ਸਕਦਾ | ਇਸ ਲਈ ਵੱਖ-ਵੱਖ ਲਾਇਬ੍ਰੇਰੀਆਂ ਉਧਾਰ ਰਾਹੀਂ ਸਰੋਤ ਸਾਂਝੇ ਕਰਕੇ ਦਸਤਾਵੇਜ਼ਾਂ ਦੀ ਪੂਰਤੀ ਕਰਦੀਆਂ ਹਨ | ਇਸ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਸੁਚਾਰੂ ਢੰਗ ਨਾਲ ਚਲਾਉਣ ਲਈ ਸਿਧਾਂਤ ਅਤੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ ਹੋਣਾ ਜ਼ਰੂਰੀ ਹੈ | ਇਸ ਦਸਤਾਵੇਜ਼ ਵਿੱਚ ਉਧਾਰ ਰਾਹੀਂ ਸਰੋਤ ਸਾਂਝੇ ਕਰਨ ਲਈ ਕੁੱਲ 8 ਪ੍ਰਮੁੱਖ ਸਿਧਾਂਤਾਂ ਅਤੇ ਇਹਨਾਂ ਦੇ ਸਮਰਥਨ ਲਈ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ਾਂ ਦਾ ਵਰਨਣ ਕੀਤਾ ਗਿਆ ਹੈ | ਇਹ ਸਿਧਾਂਤ ਅਤੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ ਅੰਤਰਰਾਸ਼ਟਰੀ ਪੱਧਰ ਤੇ ਸਰੋਤ ਸਾਂਝਾ ਕਰਨ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ, ਸਾਂਝਾ ਕਰਨ ਦੀ ਪ੍ਰਣਾਲੀ, ਰਾਸ਼ਟਰੀ ਨੀਤੀ, ਬੇਨਤੀ ਭੇਜਣ, ਵਸਤੂ ਦੀ ਆਪੂਰਤੀ ਕਰਨ, ਕਾਪੀਰਾਈਟ, ਉਧਾਰ ਸਮੱਗਰੀ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਅਤੇ ਖਰਚੇ ਆਦਿ ਲਈ ਮਾਰਗਦਰਸ਼ਨ ਕਰਦੇ ਹਨ| |
