    Esta cuarta edición de “Directrices de la IFLA sobre Servicios Bibliotecarios para Reclusos” brinda una herramienta para la planificación, implementación y evaluación de los servicios bibliotecarios para reclusos en todo lugar de encarcelamiento, incluidos establecimientos penitenciarios de adultos y de menores, centros de detención, y cárceles. Es una guía para el desarrollo de directrices nacionales para bibliotecas penitenciarias y se puede adaptar para reflejar circunstancias y necesidades locales. Se incluye una sección de normas mínimas ya que se tiene en cuenta que muchos países no podrán cumplir con estas pautas más generales. Las directrices son una herramienta para la planificación de nuevas bibliotecas y la evaluación de las ya existentes y se pueden utilizar cuando no existan pautas o normas locales. Además, sirven como una declaración general de principios respecto del derecho fundamental de los reclusos a leer, aprender, acceder a la información y obtener información.

    Guidelines for Library Services to Prisoners

    This paper describes the writing of the Fourth Edition of the IFLA Guidelines for Library Services to Prisoners. The importance of the document is explained, along with a brief description of the processes undertaken to produce the Fourth Edition. Some of the challenges faced by the group of writers are described along with the solutions that were put in place to manage these challenges. Many new sections have been included in the Fourth Edition and this are identified in the paper. The writing group and the Guideline’s reviewers are acknowledged.

    IFLA Guidelines for Library Services to Prisoners (4th Edition)

    This fourth edition of the IFLA Guidelines for Library Services to Prisoners provides a tool for the planning, implementation, and evaluation of library services to prisoners in all kinds of places of incarceration, including adult and juvenile prisons, detention centres, and jails. It serves as a model guide for the development of national guidelines for prison libraries and can be adapted to reflect local circumstances and needs. A section of minimum standards is included in recognition that many countries will not be able to comply with these broader guidelines. The guidelines provide a tool for planning new libraries and for the evaluation of existing libraries and can be used in the absence of any local guidelines or standards. In addition, they serve as a general statement of principle for the fundamental right of prisoners to read, learn, access, and acquire information.

    Diese vierte Ausgabe der IFLA-Richtlinien für Gefängnisbibliotheken bietet ein Instrument für die Planung, Umsetzung und Auswertung von Bibliotheksdiensten für Gefangene in allen Arten von Haftanstalten, einschließlich Erwachsenen- und Jugendgefängnissen. Sie dient als Musterleitfaden für die Entwicklung nationaler Richtlinien für Gefängnisbibliotheken und kann an die örtlichen Gegebenheiten und Bedürfnisse angepasst werden. Da viele Länder nicht in der Lage sein werden, diese umfassenden Leitlinien zu erfüllen, ist ein Abschnitt mit Mindeststandards enthalten. Die Leitlinien bieten ein Instrument für die Planung neuer Bibliotheken und für die Bewertung bestehender Bibliotheken und können verwendet werden, wenn es keine lokalen Leitlinien oder Standards gibt. Darüber hinaus dienen sie als allgemeine Erklärung für das Grundrecht der Gefangenen auf Lesen, Lernen, Zugang und Erwerb von Informationen.

    تمثل الطبعة الرابعة من إرشادات الإفلا للخدمات المكتبية للسجناء أداة لتخطيط هذه الخدمات للسجناء وتنفيذها وتقييمها في جميع أنواع أماكن الحبس، بما فيه ذلك سجون البالغين والأحداث ومراكز الاحتجاز والسجون. إنها بمثابة دليل نموذجي لتطوير إرشادات وطنية لمكتبات السجون، ويمكن تكييفها على نحو يوائم الظروف والاحتياجات المحلية. وإقرارًا بافتقار العديد من البلدان إلى القدرة على الامتثال لهذه الإرشادات الواسعة النطاق أُدرج قسم للمعايير الدنيا. أيضا توفر هذه الإرشادات أداة لتخطيط مكتبات جديدة، وتقييم المكتبات القائمة، ويمكن الاستعانة بها في حالة عدم وجود أية إرشادات أو معايير محلية. إضافة إلى كونها إعلانًا عامًا لمبدأ يجسد حقا أساسيا السجناء، ألا وهو الحق في القراءة والتعلم والوصول إلى المعلومات والحصول عليها.

    国际图联《监狱图书馆服务指南》（第四版）为规划、实施和评估各种监狱图书馆（包括成人和青少年监狱、拘留中心和看守所）的服务提供了一项参考。它为制定全国监狱图书馆指南提供了模板，并可根据当地情况和需要进行调整。由于很多国家无法保证较为宽泛的准则，因此本文设定了最低标准。本文为规划新图书馆和评估现有图书馆提供了一项参考，在缺乏当地指南或标准的地区亦可直接使用。此外，本文还可用作保障服刑人员阅读、学习和获取信息的基本权利的一般原则性声明。
