Item Beijing+25: How Libraries Help Deliver on Gender Equality and Empowerment of Women(International Federation of Library Associations and Institutions (IFLA), 2020-03) IFLA Freedom of Access to Information and Freedom of Expression (FAIFE) Advisory Committee2020 is a landmark year for global efforts towards gender equality and women’s empowerment. It marks the 25th anniversary of the Beijing Declaration and Platform for Action – an ambitious roadmap for the empowerment of girls and women to which state governments and the international society have committed. In the years following the introduction of the Beijing Declaration and Platform, there has been a concerted effort to monitor progress in its implementation, to support and steer further action. As part of the review process, each participating country has submitted a national report, detailing its implementation progress, achievements, challenges and actions. These reports offer a unique opportunity to see how each country works to achieve gender equality, what actors are involved and how each of them contributes. To see how libraries around the world take on such tasks in practice, we have prepared a short study comparing the national reports submitted for the Beijing+25 review. We are delighted to share a draft version of this study to encourage a conversation around the roles libraries play in delivering on gender equality. The draft study discusses: How different national reports on the implementation of the Beijing Declaration and Platform for Action account for libraries and library services; What the key areas of library involvement and interventions to support gender equality are; What roles different libraries choose to take on in women empowerment projects. The study also includes a draft version of a Library Engagement in Women’s Empowerment checklist – a tool to help libraries make an initial assessment of how their country’s approach to implementing the Platform engages libraries. We would naturally welcome any inputs or views on this draft based on the experiences of libraries in your country.Item The Ethics of Librarianship: An International Survey(International Federation of Library Associations and Institutions (IFLA), 2002) IFLA Freedom of Access to Information and Freedom of Expression (FAIFE) Advisory Committee; Vaagan, Robert W.This book brings together papers on professional ethics for library and information services from 17 countries—from Argentina to Uganda—approaching professional concerns and responses to their ethical dimensions from a number of different angles. Library associations have considered ethical issues such as freedom of speech, for some time. The first formal code of ethics was the American Library Association's "Code of Ethics for Librarians" from 1938. The current debate emphasises subjects such as, the effects of globalisation and the developing information society; the digital gap between those with free access to information and those who have either limited access or even no access at all; censorship; copyright; and the use of electronic filters. Above all the strict anti-terror legislation introduced in many countries following September 11, 2001, has raised questions concerning freedom of opinion and expression, and the right to access information.Item IFLA Guidelines on Public Internet Access in Libraries(International Federation of Library Associations and Institutions (IFLA), 2019-08-23) IFLA Freedom of Access to Information and Freedom of Expression (FAIFE) Advisory Committee; Cooke, LouiseIFLA's Guidelines on Public Internet Access in Libraries offer both a firm reiteration of support for the value of such access, but also practical guidance in dealing with the issues that this may raise. It acts as a checklist, establishing principles and sharing examplse which should serve as reference points for libraries globally. Access to the internet provides a major opportunity for libraries - and in particular public libraries - to expand their offer of access to information, and so the value they provide to users. They have brought new audiences to our institutions, and allowed for the development of new services and types of support, building on the existing expertise and values of library and information workers. Nonetheless, limitations on resources, pressures from community members, laws, and the attitudes of library and information workers themselves may affect how much of this potential can be realised. Drawing on extensive research, as well as views from across IFLA sections and around the world, the IFLA Guidelines on Public Internet Access in Libraries offer a practical checklist of issues, as well as principles and examples which can serve as a reference to library managers and others looking to let users get online. Libraries have a major role to play in delivering this, as part of their broader mission to provide access to information. This briefing explores how libraries can support better policy-making, make it easier for citizens to engage with government services and make use of their rights, and help ensure transparency and accountability. It also introduces the Open Government Partnership as an initiative which could offer scope to libraries to make their role known.Item Libraries Supporting Open Government: Areas for Engagement and Lessons Learned(International Federation of Library Associations and Institutions (IFLA), 2020-06) IFLA Freedom of Access to Information and Freedom of Expression (FAIFE) Advisory CommitteeOpen Government is an umbrella term that covers principles and practices of re-defining the relationship between government and wider society towards more openness, transparency and participation. Relying on their capacity and expertise in ensuring meaningful access to information and supporting user engagement, libraries can help deliver on these goals. This report explores the roles libraries play in different countries’ Open Government Partnership Action Plans. Within the OGP framework, states and civil society actors work together to set out commitments for reforms, implement and review the impacts in recurring two-year cycles. In different countries’ OGP commitments over the years, libraries and library associations assisted other agencies with the implementation of their commitments, or lead their own initiatives. Offering venues for civic engagement, helping develop tools and platforms for easier access to government records, providing valuable cultural Open Data and more - libraries can play a versatile role in supporting and enabling Open Government. The report outlines the Open Government policy areas that libraries have been engaged in, the roles they took up to help deliver on OGP commitments, and some of the key ways to maximise the impact of library interventions, drawing on the lessons from earlier OGP cycles.Item Смјернице ИФЛА-е за јавни приступ интернету у библиотекама(International Federation of Library Associations and Institutions (IFLA), 2023-07-04) IFLA Freedom of Access to Information and Freedom of Expression (FAIFE) Advisory Committee; Cooke, Louise; Božić, DraganaСмјернице ИФЛА-е за јавни приступ интернету у библиотекама с једне стране одлучно инсистирају на пуној подршци оваквом приступу, док с друге стране нуде практичне савјете у рјешавању проблема који се јављају. Смјернице представљају контролну листу са правилима и примјерима који ће послужити као референтне тачке за све библиотеке. Приступ интернету нуди огромну прилику библиотекама – нарочито јавним – да прошире своју понуду приступа информацијама, а тиме и вриједност услуге коју пружају корисницима. На овај начин, осим нових корисника, омогућен је развој нових сервиса и врста подршке, уз непрестано унапрјеђивање постојеће стручности и квалитета библиотечких и информационих запосленика. Међутим, ограничења у ресурсима, притисци од стране чланова заједнице, закони, као и понашање и став самих библиотечких и информационих запосленика увелико утичу на то у којој мјери ће се остварити постојећи потенцијал. Ослањајући се на обимна истраживања, као и гледишта секција ИФЛА-е широм свијета, Смјернице ИФЛА-е за јавни приступ интернету у библиотекама нуде практичан списак проблема, као и правила и примјера који ће упутити менаџере библиотека и све оне који раде на томе да омогуће корисницима да буду на мрежи. Смјернице је приредио Савјетодавни одбор ИФЛА-е за слободу приступа информацијама и слободу изражавања (FAIFE), предвођен професорицом Луиз Кук.
