    Designing Library Space for Children

It is acknowledged there are significant differences in the current state of public libraries across the world. For many children’s librarians these IFLA Guidelines will be aspirational as they strive to meet the basic provision of books and to support reading. The Guidelines are not a set of rules for designing an ideal library service for children of all abilities. They suggest what may be feasible while being aware there are wide differences in social, cultural and economic circumstances in developing, middle income and industrialized countries. Each public library has a different community to serve and therefore different priorities and user needs. The IFLA Guidelines for Library Services for Children Aged 0-18 can be used to support the development and improvement of library services for children in all regions of the world. These Guidelines promote and encourage the development of effective library services for children of all abilities by giving guidance to the international library community about children's needs and rights on information, literacy and reading. The intention is to help public libraries implement high quality children's services in the digital age and recognising the changing role of the library in modern society. The IFLA Global Vision discussion shows that libraries are deeply committed to core roles in supporting literacy, learning and reading and are focused on our communities. Quality of education and universal literacy is recognised in the vision for the United Nations 2030 Agenda for Sustainable Development. The revised Guidelines provide up to date knowledge and professional insight for those who strategically plan or deliver children's library services and programmes. They are aimed at practicing librarians, library staff, library managers and administrators and the students and lecturers in library and information studies faculties. The Guidelines can help to inform decision makers and those involved in developing policies.     IFLA laste- ja noorteraamatukogude sektsioon kaasajastas viimati 2003. aastal ilmunud lasteraamatukogu teenuste juhendit („Guidelines for Children’s Library Services“), milles kirjeldatakse lastele mõeldud raamatukoguteenuste head tava. IFLA standardid on rahvusvaheliselt retsenseeritud, avaldatud ja regulaarselt uuendatavad dokumendid, mis peegeldavad hiliseimat konsensust mingi tegevuse või teenuse põhimõtete, juhiste, parimate tavade või mudelite kohta. Teadupärast tegutsevad rahvaraamatukogud maailma eri paigus praegu märkimisväärselt erinevates tingimustes. Paljude lasteraamatukoguhoidjate jaoks esindavad need IFLA juhised suunda, mille poole püüelda ajal, kui nad ise peavad pingutama elementaarse raamatutega varustamise ja lugemise toetamise nimel. Hariduse kvaliteet ning üldine kirjaoskus on hinnatud olulisteks väärtusteks ÜRO säästva arengu tegevuskavas aastani 2030. Käesolevad ümbertöötatud juhised pakuvad ajakohaseid teadmisi ja erialaseid arusaamu neile, kes planeerivad strateegiliselt või pakuvad vahetult lasteraamatukogu teenuseid ja programme. Juhised on suunatud raamatukoguhoidjatele, raamatukogu personalile, raamatukogu juhtidele ning raamatukogunduse ja infoteaduse eriala üliõpilastele ning õppejõududele. Juhised saavad olla abiks otsutajate ning poliitikakujundajate informeerimisel. Teabest saavad kasu ka mittetulundusühingud (MTÜ-d), kes toetavad lastele ja nende peredele mõeldud kirjaoskuse ning lugemisprogramme.

    IFLA smernice za knjižnične storitve za otroke, stare med 0 in 18 let. 2. izdaja (revizija smernic iz leta 2003)

    Revizijo smernic za storitve mladinskih knjižnic, ki so bilenazadnje objavljene leta 2003,je sestavila Iflinasekcija za otroke in mladino (IFLA Libraries for Children and Young Adults Section) z namenom predstavitve dobrih praks med knjižničnimi storitvami za otroke. IFLA standardi so mednarodno pregledani, objavljeni in redno posodobljeni dokumenti, od katerih vsak odseva sedanje soglasje o načelih, smernicah, najboljših praksah ali modelih za določeno dejavnost ali storitev.V trenutnem stanju splošnih knjižnic po svetu prihaja do velikih razlik.Številnim mladinskimknjižničarjembodo te Iflinesmernice v navdih,saj si prizadevajo doseči osnovno zagotavljanje knjig in podporo branju. Smernice niso sklop pravil za oblikovanje idealne knjižnične storitve za vse otroke različnih sposobnosti. Predlagajo, kaj je možno izvesti ob zavedanju, da obstajajo velike razlike v socialnih, kulturnih in gospodarskih razmerah v državah v razvoju, državah s srednjim dohodkom in industrializiranih državah. Vsaka splošna knjižnica ima drugačno skupnost, kateri služi,in zato tudi različne prednostne naloge in potrebe uporabnikov. IFLA smernice za knjižnične storitve za otroke, stare med 0 in18 let, se lahko uporabijo za podporo razvoju in izboljšanju knjižničnih storitev za otroke v vseh regijah sveta.Smernicepromovirajo in spodbujajo razvoj učinkovitih knjižničnih storitev za otroke vseh sposobnosti, tako da usmerjajo mednarodne knjižnične skupnosti ootrokovih potrebahinpravicah do informiranosti, pismenosti terbranja. Namen smernic je pomagati splošnim knjižnicam pri uvajanju visokokakovostnih storitev za otroke v digitalni dobi in prepoznavanju spreminjajoče se vloge knjižnice v sodobni družbi.Iflino poročilo razprave o globalni vizijiIFLA Global Visionkaže, da so knjižnice globoko zavezane hključnim vlogam pri podpiranju pismenosti, učenja in branja ter da se osredotočajo na naše skupnosti. Kakovost izobraževanja in splošnapismenost sta prepoznani tudiv viziji Agende Združenih narodov za trajnostni razvoj do leta 2030. Revidirane smernice zagotavljajo sodobno znanje in strokovni vpogled za tiste, ki strateško načrtujejo ali izvajajo storitve in programe mladinskih knjižnic. Namenjene so začetnikom v praksi, knjižničnemu osebju, upravljavcem knjižnic in administratorjem ter študentom in predavateljem na fakultetah za knjižnično-informacijske študije. Smernice lahko pomagajo pri informiranju nosilcev odločanja in tistih, ki sodelujejo pri razvoju politik. Informacije iz smernic bodo koristile tudi nevladnim organizacijam (NVO), kipodpirajo programe pismenosti in branja za otroke ternjihove družine.
