    During the course of its preliminary research, the working group was struck with how the concept of a hospital library differs so in different parts of the world. It found, for example, that in some countries, the term 'hospital library' almost always signified a biomedical/health sciences library, while in others, it usuallymeant a library providing leisure reading materials for patients. In still other countries, 'hospital library' could signifyeither a biomedical/health sciences library or a patients' library, with the latter providing leisure reading collections or health information materials or both. Recognizing the ambiguity of the term, therefore, these guidelines have tried to avoid its use. It was not possible to do so in some instances, for example, in recounting the history of patients' libraries. The reader should thus be aware that where the term 'hospital library' is used, it means a library for patients, one that routinely provides leisure reading collections, often in combination with health information materials.

    An Update to the International Resource Book for Libraries Serving Disadvantaged Persons: 1931-2001 In 2001, the Libraries Serving Disadvantaged Persons (LSDP) Section of the International Federation of Library Associations and Institutions (IFLA), published the International Resource Book for Libraries Serving Disadvantaged Persons. This publication is a seventy year retrospective which chronicles the history of the Section from 1931 to 2001. The main purpose of the Resource Book was to raise awareness of the Section and its work in promoting library services for disadvantaged groups. This publication, entitled International Resource Book for Libraries Serving Disadvantaged Persons: 2001-2008, has maintained the guiding principle of the original publication and serves as an update to the original publication.

    The need for this glossary first became strikingly evident during the development of the section's Guidelines for libraries serving hospital patients and the elderly and disabled in long-term care facilities.1 Within those guidelines, just the single descriptor, ‘hospital libraries,' was found to have dramatically different meanings in different parts of the world - in much of Western Europe, for example, ‘hospital libraries' almost always meant a library for patients, while in North America, it most often meant a library for health sciences staff. Those different meanings made communication and research in the field, especially research done through the literature, exceedingly difficult. They also had the potential to compromise findings.

    Durante el transcurso del estudio preliminar, al grupo de este trabajo le llamó la atención cómo el concepto de biblioteca de hospital difiere tanto en diferentes partes del mundo. Por ejemplo, en algunos países, el concepto de ‘biblioteca de hospital’ casi siempre hace referencia a una biblioteca de Ciencias de la Salud y de Biomedicina, en cambio en otros, significa con frecuencia una biblioteca que proporciona materiales de lectura para el tiempo libre de los pacientes.     The Library Services to People with Special Needs Section: An Historical Overview [1931-2009]

    Established on 29 August 1931 as the "Sub-committee on Hospital Libraries (patients’ libraries)", the Library Services to People with Special Needs Section was the seventh sub-committee IFLA formed and the first to focus on library services for a special user group. Its mission was to promote professional library services to hospitalized people - a group who, because they were confined, could not make use of regular library resources. Bibliotherapy, or the use of books and reading as aids to healing, was a second focus. But, the sub-committee soon saw that, due to a range of disabilities that often were secondary to the cause of hospitalization, some patients required special materials - sensory and mobility aids, for example - as well as special services. That need also became evident among community members confined for any number of reasons. Concerned with those needs and, by virtue of a diverse membership, well-positioned to address them, the sub-committee overtime expanded its focus to include people who for whatever reason were unable to use conventional libraries, materials and services. Throughout its long and productive history, the section has remained remarkably true to its mission, thus it continues today to advocate for those in the community who cannot make use of conventional library resources. Those groups include: people who are hospitalized or imprisoned; elderly and disabled people in care facilities; the housebound; the deaf; and the physically, cognitively or developmentally disabled.
