Literacy Matters! An integrated approach to literacy, reading and libraries in the Netherlands

Abstract

In 2015, a new Library law was introduced in the Netherlands. One of the five core functions within the law is the promotion of reading and an introduction to literature for all young people. Another article dictates that public libraries should support local education. The target group for this law is young people (0-18 years old) and the goals for action for public libraries are explicit. This paper examines the Ongoing Reading Line 0-18 program which was originally developed to promote reading and education in literature. The Ongoing Reading Line provides a starting point for public libraries to fulfill the goals of the new national Library policy.

Une nouvelle loi a été adoptée le 1er janvier 2015 aux Pays-Bas. L’une des cinq principales fonctions de cette nouvelle loi est la promotion de la lecture et la sensibilisation des enfants à la littérature. L’un des articles de la loi stipule que les bibliothèques publiques doivent soutenir l’éducation locale. Les jeunes (0 à 18 ans) constituent le groupe cible de cette loi et les objectifs des bibliothèques publiques sont clairs. Ce texte porte sur le programme Ongoing Readung Line 0-18, qui fût tout d’abord créé pour promouvoir la lecture et pour sensibiliser les jeunes à la littérature. Le Ongoing Reading Line constitue un point de départ pour aider les bibliothèques publiques à atteindre les objectifs de la nouvelle politique nationale.
