dc.description.abstractNorway has a strong platform in global terms when it comes to ICT access and use. However, large groups of people do not participate digitally nor are they able to acquire the knowledge needed to become digital participants. In 2015, the government launched Digidel 2017 – A national programme for digital participation. The aim of the two-year programme is to boost the number of citizens participating in the digital society. For many years the public libraries have contributed in various ways to digital participation. It is vital that they seize the opportunities offered by such a national initiative to further develop their activities.en
