The Development of Open Access Repositories in the Asia-Oceania Region: A Case Study of Three Institutions

Abstract

In recent years, open access models of publishing have transcended traditional modes thus enabling freer access to research. This paper takes a trans-regional approach to examining open access publishing in the Asia and Oceania region focussing on three institutions– Charles Darwin University in Australia, University of Hong Kong, and University of Malaya in Malaysia – reflecting on how each is rising, in its own individual way, to meet the range of challenges that its research communities are facing. Specifically, it focuses on open access and institutional repository development, and traces their development at each of the aforementioned institutions. The study is based on interviews conducted with staff involved with the development of each repository, and the open access collection in particular, at each of the three institutions. The findings reveal that each of the three institutions is at a different stage of development, with the University of Hong Kong repository ranked at the top within Asia; each has used a slightly different approach toward open access, and used different software to develop their repository. The authors collate the overall experiences of each institution in open access publishing and repository development, and highlight the successes and failures that each has experienced in reaching the level that they are at today. A series of guidelines, which will be of value to institutions in the region at various levels of development, are presented.
Ces dernières années, les modèles de publication en libre accès ont dépassés les méthodes traditionnelles en permettant une accessibilité plus libre à la recherche. Cet article prend une approche transrégionale pour étudier l’édition en libre accès dans la région Asie-Pacifique en se concentrant sur trois institutions –l’Université Charles Darwin en Australie, l’Université de Hong-Kong, et l’Université de Malaya en Malaisie- reflétant comment chacune, à sa propre manière, essaie de relever les défis auxquels ses communautés de chercheurs sont confrontées. Plus particulièrement, il se concentre sur le libre accès et le développement de dépôts institutionnel, et retrace leur développement à chacune des institutions mentionnées ci-dessus. Cette étude est basée sur des entretiens conduits auprès du personnel impliqués dans le développement de chaque dépôt, et de la collection en libre accès en particulier, dans chacune de ces trois institutions. Les résultats révèlent que chacune des trois institutions sont à des étapes différentes de développement, avec le dépôt de l’université de Hong-Kong classé en tête en Asie ; chacune a mené une approche légèrement différente vers le libre accès, et utilisé des logiciels différents pour développer leur dépôt. Les auteurs comparent les expériences globales de chaque institution en édition en libre accès et en développement de dépôts, et mettent l’accent sur les succès et les échecs que chacune a expérimenté en atteignant le niveau actuel. Une série de conseils qui seront utiles pour les institutions dans la région à divers niveaux de développement, sont présentés.
