From Zero to Hero: The Bawong Library Story of Transforming Orang Asli Lives

Abstract

The Orang Asli are the Indigenous peoples of Peninsular Malaysia, many of whom live in remote and forest-fringe communities with limited access to education, information, and digital resources. These challenges have contributed to lower literacy levels, digital exclusion, and limited socioeconomic opportunities. To address these issues, the Perak State Public Library Corporation established the Orang Asli One Stop Center (OAOSC) in Bawong as an inclusive community information hub. The centre provides free access to e-books, online databases, internet connectivity, and digital learning resources, while delivering programmes focused on literacy, personal development, digital skills, and economic empowerment. Since its establishment, the initiative has reached over 23,900 community members, provided more than 6,000 books and learning materials, conducted 147 programmes annually, and delivered digital literacy training to over 440 participants. Community participation has grown from virtually none to active daily engagement, transforming the library into a trusted centre for learning, innovation, and social interaction. The Bawong experience demonstrates how libraries can reduce information inequality, promote digital inclusion, and empower Indigenous communities through sustainable, community-centred services. It offers a replicable model that reflects IFLA's vision of Inclusion, Innovation, and Impact.
