Abstract

Herman Liebaers, IFLA President 1969-1974, recounts the dramatic events taking place during the 1968 IFLA Conference in Frankfurt am Main, Germany. A version of this paper was delivered in August 1998 by Liebaers as a Guest Lecture during the 64th IFLA General Conference, Amsterdam, The Netherlands.
