dc.description.abstract共享各图书馆的馆藏是图书馆界进行国际合作的一个重要组成部分。正如同没有任何一个图书馆可以依靠自身就满足读者的所有信息需求一样，没有国家可以自给自足。不同国家的图书馆之间进行文献互借和复制，是馆际互借过程中非常有价值和意义的一部分。由于每个国家决定其资源共享和文献提供所采用的方式，下列的原则和指导方针并没有强制力。然而各个国家和图书馆强烈支持使用这些指导方针作为其国际互借的基础。这些原则保护了所有图书馆的利益，并为各国获得馆藏提出建议的做法。en_US
