dc.description.abstract	"In the present paper, IFLA has aimed to relate its current program to the terms of reference of the Intergovernmental Conference. It has also tried to avoid topics which are of major concern to other organizations, and if such a topic is included - technological development for instance - it has been treated deliberately from an institutional point of view. This is indeed the point of view adopted throughout the paper, because institutions and the people who give them their significance and their usefulness are the major concern of IFLA."
