Reimagining Teen Spaces in Korean Public Libraries: From Traditional Study Environments to Inclusive Community Hubs

dc.description.abstractIn South Korea's exam-centric culture, teens often perceive public libraries merely as silent study halls. Consequently, library usage plummets sharply during adolescence—a phenomenon known as the "reading cliff." To reverse this trend, this study explores transforming traditional libraries into dynamic, youth-centered community hubs, guided by IFLA and YALSA frameworks. An analysis of early public-private models in Korea reveals that while they successfully dismantled rigid norms through flexible, noise-tolerant designs, critical limitations persist regarding financial sustainability and age-exclusive policies. Addressing these gaps, this research presents the architectural and operational blueprint of the upcoming Biseul Public Library as a scalable, publicly funded, and fully inclusive alternative. The Biseul model features 3D acoustic zoning to balance quiet study and creative activities, alongside the physical integration of youth welfare centers to ensure universal inclusion. Furthermore, this study proposes practical, phased recommendations for budget-constrained libraries—focusing on spatial flexibility, youth-led governance, and community networking—to effectively dismantle restrictive academic norms and empower teens as active co-creators.
