From Local to Global: Public Libraries as Catalysts of Multilingual and Intercultural Engagement

| dc.description.abstract | The Quezon City Public Library (QCPL), located in the Philippines has redefined its role as a community learning hub through the Free Online Foreign Languages Program, initiated in 2019 to broaden literacy across multilingual and intercultural contexts. Since its inception, the program has enabled participants to acquire basic communication skills in multiple languages and has promoted increased cultural engagement. In response to the changing needs of a diverse and globally connected society, the library has expanded its services to provide accessible language learning opportunities that advance cultural understanding, inclusion, and lifelong learning. The program delivers authentic, high-quality instruction through strategic partnerships. Nihongo sessions are conducted by native Japanese teachers from Jellyfish Education Philippines, while German classes are provided by Pinay German Tutor, an institution based in Germany. Additionally, the library collaborates with In Love With Languages, a startup company that offers Hokkien sessions. This initiative illustrates how libraries can transition from traditional roles to become dynamic centers for collaboration and cultural exchange. By leveraging partnerships and redesigning programming, the QCPL advances inclusive access to knowledge and empowers communities to succeed in a multicultural environment.
