From the Introduction: "IFLA - as has been stated many times before - can be no more than the sum of its - now - 140 members-associations and 504 member-institutions in 100 countries. Since 1971, IFLA has grown spectacularly, with more than a doubling in its membership, and the coverage of countries. IFLA's existence is justified only because the profession is clearly in need of cooperation regardless of national boundaries. IFLA is not an aim in itself but only a means to achieve international programmes of action in the library and information field. The inevitable question that follows is whether IFLA can make true its claim to its function as the global voice of librarianship by providing firm leadership in addressing to the world at large major issues of vital concern to global librarianship.     "In the present report a brief overview is given of the growth of IFLA since 1971, the year in which [Herman] Liebaers took IFLA firmly in hand and placed the Secretariat in The Hague. The emphasis in the chapter on the professional grassroots lies in this report with the Division of Libraries Serving the General Public, as the Secretary General [Margreet Wijnstroom] wanted to remain true to her grassroots in this - her last - report. The main emphasis is placed, however, on the Advancement of Librarianship in the Third World (the so-called ALP core programme) for several reasons which will become obvious when reading the special annex on ALP attached to this report."
