Addendum to the IFLA Statement on Net Neutrality: Network Usage Fees (2025)

Abstract

This statement complements the 2016 Statement on Net Neutrality by highlighting a new type of threat to this - the imposition of Network Usage Fees. These not only pose a direct threat to digital libraries, but also raise concerns about freedom of access to information and freedom of expression by favouring those actors who can pay fees.
